These hooks are first painted with craft paint and then decorated with fabric decoupage.

How to do it 
1
Paint the hooks with white craft paint.

Cut the fabric using the template attached as a separate PDF file on this page.

Apply a coat of decoupage lacquer for fabric onto the hook.

Place the fabric onto the hook.

Apply a coat of decoupage lacquer for fabric onto the fabric and leave to dry. Apply another couple of coats of decoupage lacquer for fabric on the fabric to make it dirt resistant.
